Mark Vuong
Founder / Principal
Mark Vuong is the Founder and Principal of New Alliance LLC, bringing more than 25 years of experience in construction, real estate development, and asset management. Throughout his career, he has participated in projects exceeding $450 million in value across residential, multifamily, and large-scale ground-up developments.
As a licensed contractor in Oregon and Washington and an immigrant entrepreneur, Mark built his career on hard work, accountability, and problem-solving. His experience in estimating, budgeting, project management, and construction operations enables him to lead projects from concept and entitlement through construction and final delivery.
Mark founded New Alliance LLC, a 100% minority-owned construction and development company certified as an MBE, DBE, ESB, and OSBE firm, with a mission to build projects that create lasting value for clients and communities.
Mark holds an MBA in Real Estate Venture and Acquisition Management from the University of North Alabama, a B.A. in Economics and Sociology from the University of California, Santa Cruz, and a Certificate in Project Management from Portland State University.
Havea Fuapau
Estimator / Project Manager
Havea Fuapau is a construction professional with over 20 years of experience in the concrete industry. Originally from Oakland, California, he brings a well-rounded background, technical expertise, and a consistent work ethic to every project he touches.
He is deeply influenced by his cultural roots in the Kingdom of Tonga, where values such as respect, responsibility, and community play a central role in both his personal life and professional approach.
Prior to joining New Alliance, Havea owned and operated his own construction business for over a decade. This experience sharpened his leadership capabilities and provided him with a comprehensive understanding of project delivery from both field and management perspectives. He studied at the College of the Canyons and Portland State University, further building his foundation in construction and business operations.
As Project Manager and Estimator, Havea oversees all aspects of concrete construction projects from planning through completion. He collaborates closely with field crews, subcontractors, and stakeholders to ensure each project is delivered efficiently, safely, and to the highest standard of quality.
Jeremias Barela
Estimator / Project Manager
Jeremias is a construction professional with more than 15 years of experience managing residential, commercial, mixed-use, and infrastructure projects. As an Estimator and Project Manager, he manages all phases of construction, including pre-construction planning, cost estimating, budgeting, scheduling, procurement, and project execution.
Known for his strong leadership and practical approach, Jeremias has successfully delivered complex projects from concept to completion, ensuring they are completed safely, on time, and within budget. He excels at coordinating owners, consultants, subcontractors, and project teams to achieve successful outcomes.
In addition to his construction expertise, Jeremias brings experience as a real estate developer and investor, giving him a unique understanding of projects from both the builder's and owner's perspectives. This allows him to identify opportunities, manage risk, and maximize value throughout the development process.
Outside of work, Jeremias is a devoted husband and father of two. He enjoys spending time with his family and staying involved in his community. His commitment to family, hard work, and service reflects the values that guide both his life and career.
Ali Asad
Financial Analyst
Ali brings over 15 years of experience in corporate and commercial banking, project finance, and debt underwriting. He has led the structuring and origination of debt capital for new developments and managed complex debt restructurings in challenging interest rate environments.
His expertise spans a wide range of sectors, including real estate, renewable energy, steel, edible oil, textiles, infrastructure, and microfinance. Known for his strength in financial modeling and commercial underwriting, Ali delivers investment-grade strategies backed by rigorous due diligence and deep sector insight. He holds a B.A. in Business Administration from Iqra University and earned the CFA charter. Outside the office, Ali is passionate about history and the valuable lessons it offers to define our path forward.
TJ Manahan
Investment Fundraiser
As an Investment Fundraiser, TJ collaborates closely with Mark Vuong and the team to expand and strengthen our investor community. He plays an integral role in maintaining strong relationships and cultivating trust between the company and its stakeholders. TJ is deeply committed to the company’s mission and values, especially our commitment to community building and authentic support. TJ has been married to his wife, Cindy, for over ten years, and they are proud parents of four wonderful children.
Outside the office, he values quality time with his family, which he considers a cornerstone of his personal fulfillment. He firmly believes that professional success stems from working diligently with purpose and ensuring that his family is surrounded by love, stability, and happiness. We’re proud to have TJ as a valued and trusted member of our team.
Shahid Nadeem
Accountant
Shahid is an experienced accounting professional with over seven years of hands-on expertise in financial management. Holding an MBA in Finance from Karakoram International University and has worked across a range of industries, including real estate, construction, property management, and financial services.
His strengths include streamlining financial operations, managing complex budgets, ensuring compliance with financial regulations, and delivering timely, accurate reporting. Shahid blends technical proficiency with a strategic mindset, offering data-driven insights that support smarter decision-making and long-term business growth. He plays a key role in advancing our clients’ financial goals while upholding our company’s standard of excellence, making him a vital member of our team.
Nancy Pena
Designer Associate
Nancy is a future architect with a strong passion for foundation design systems. Currently pursuing her architecture degree at the University of Oregon, she is fascinated by how well-built foundations contribute to both the safety and longevity of structures.
Her goal is to merge her technical expertise with creative design, ensuring buildings are as structurally sound as they are visually stunning. In addition to this marriage of passions, Nancy is eager to expand her skills, dedicated to mastering both architectural design and innovative foundation solutions to create enduring, beautiful spaces.
Miguel Arredondo
Construction Coordinator
With more than a decade of experience in new construction and remodeling, Miguel is a seasoned leader who ensures every project runs smoothly from start to finish. As a hands-on crew leader, he takes pride in guiding his team safely and efficiently through every stage of construction.
Beyond the job site, Miguel enjoys spending quality time with his family and working on home projects alongside his kids, passing down his passion for craftsmanship to the next generation.
