You've worked with developers before. You know how it goes.

The pitch is polished. The numbers pencil. The handshake is firm.

Then surprises stack up. Timelines slip. And when the keys change hands, your developer is already onto the next deal.

That's the easy problem to name.

The harder one is this: you wanted your capital to build something worth pointing to. A neighborhood. A community. Something your family could be proud helped create.

Not just a line item that performed.

Meet Mark Vuong

I'm a father, an immigrant, a developer, and a builder with more than 25 years of experience in construction and real estate development.

I founded New Alliance because I believed there was a better way to build — one that treats crews like family, clients like partners, and communities as investments in future generations.

As a father, I think about the legacy we leave behind. I'm not just building projects. I'm building something that will outlast me.

That's what I'm here to build with you.

We're not trying to build the biggest development company in the Northwest.

We're trying to build one that lasts.

The Alliance Code

Five promises. Every project. Every crew. Every investor.

One vetted team. Every project.

The people building your project are trusted partners we've worked alongside for years, united by one shared standard of excellence.

01

Crews who stay. Quality that shows.

We promote from within and treat our crew like family. The result is lower turnover, deeper experience, and craftsmanship that shows in every project.

02

One developer. One builder. One accountable team.

Most projects fall apart in the handoff between developer and contractor. Because we serve as both, you get one vision, one standard, and one accountable team from raw land to keys in hand.

03

We stay long after closing.

For us, the relationship doesn't end when the keys change hands. We stand behind our work, support the buildings we create, and remain by your side long after closing.

04

We build for the neighborhood, not just the spreadsheet.

Projects that integrate well into their communities appreciate differently over time. We build to strengthen the places we work in.

05

What We Build

Three types of development. One team. One standard.

Residential Development

Single-family homes, townhomes, and multifamily communities — from luxury residences to attainable housing across the West Coast.

Mixed-Use & Commercial

Ground-floor retail, flexible office, and residential working together in one place. Projects that energize neighborhoods and create lasting value.

Specialized Communities

Active adult villages and neuro-inclusive communities designed to foster connection, independence, and a sense of belonging.

We also self-perform construction. New Alliance provides general contracting services throughout Oregon and Washington, with a primary focus on the Portland metropolitan area and Southwest Washington. We deliver quality craftsmanship, efficient project management, and reliable execution for builders, developers, investors, and property owners.

Different scales. Different purposes. One standard.

Concordia Student Housing

A ground-up, four-story student housing community featuring 34 residences, ground-floor retail, and on-site parking. Developed in partnership with Concordia University through a 10-year master lease that secured occupancy from day one.

OVERLOOK, PORTLAND

Kaya Camilla

A four-story, 36-unit mixed-use development on a prominent 10,000-square-foot corner site in Portland's Overlook neighborhood. Located just minutes from Kaiser, Daimler, and Adidas campuses, the project benefits from strong, sustained demand drivers.

Projects In Development

New Alliance has partnered with Cathie Ross and Mobility Rules to build a community designed for active adults and for families raising children on the autism spectrum.

It is housing built around independence, connection, and accessibility from day one. Two teams, one belief: a home should be designed around people, not the other way around.

Our Approach

Three steps. Built around real conversation, not sales pressure.

1

Start the conversation.

Reach out for an introductory meeting. No pressure, no sales pitch — just a real conversation about what you're looking to build.

2

See the work in person.

Our team will walk you through completed and current projects across Portland. Real buildings, real tenants, real outcomes.

3

Partner on a project.

If we're a fit, we'll find the right project for your goals and structure terms that work for both sides.
